In 2016, the vot­ers of Cal­i­for­nia approved Propo­si­tion 64, or the Adult Use of Mar­i­juana Act, which became law on Jan­u­ary 1, 2018. Under the new law, adults over the age of 21 can legally pur­chase recre­ational mar­i­juana from licensed retail­ers through­out the State. Cannabis cul­ti­va­tion and man­u­fac­tur­ing also became legal.

The new law granted Cities and Coun­ties the power to reg­u­late how cannabis could be sold and dis­trib­uted in their juris­dic­tions, which has led to a hodge podge of con­fus­ing reg­u­la­tions that can vary from each munic­i­pal­ity. Some have out­right bans while oth­ers have embraced cannabis retail and cul­ti­va­tion operations.
